10 years, same as any other skill.
Reply:Depends on what you already know.
If you're an *expert* in another language - a "language lawyer" - then you can usually pick up a new language in a few weeks, and become highly productive in the new language in 1-3 years.
Starting from scratch, if you concentrate 90% of your effort on one language, you can become an expert in about a decade.
