How long would it take someone to learn C++?

C++ is completely different with other computer languages. You definitely need to start with a course at least 10 lessons. After that you can learn by yourself without any course. Find books in your local library and start reading. It takes at least 2 years to become a good biginner. You then need 3 more years to become a high level of intermidiate. To become professional you need to go to courses and study in university.

That depends on whether you already know programming, or if you have to learn programming first and, if you already know programming, which languages (if any) you already know.

If this is your first foray into computer programming, figure about a year before you're an entry level programmer (you can create some of the simpler code, if someone lays the program out for you), and about 2-3 years of full-time work to get to mid-level (you still need someone to analyze the problem and design the program, but you can code some of the more complex parts). It may take you longer, if you have trouble learning programming - some people just can't catch on.
