Is learning c language skills(or any other language) necessary to learn 3d animation?
I don't think it is crucical as there are programs out there that you can animate with just that programs.

Many 3d designer don't know anything about programming
Its good to know somewhat at some programming to create your own animation at this point OpenGL is very good software for creating your own animation.
