C++ isn't an easy programming language to learn. I took a year and a half of it in College, and have to admit that if you don't use it every day, you lose it. It's not at all intuitive like VisualBasic, COBOL, etc.
But if you want to learn it, there are a number of good free resources available, in addition to all of the books available for purchase.
You can get Microsoft Visual C++ Express for free and there are others (I learned on Borland's Turbo C++):

You may want to check out Jeri R. Hanly and Elliot B. Koffman's book "Problem Solving and Program Design in C" since it also focuses an equal amount of time to the importance of analysis in any computer program. It also will discuss what computer memory is and how programs use it.
You can certainly learn it on your own by using good books (like the one above), but taking a class at a locoal community college or University will certainly give you a "running through" it, letting you see the big picture of C programming.

Your best off to take a class. Maybe your local community college would be a good place to start.

Depending on how you learn, they are both good options.
C can be confusing - more confusing than other languages due to having to handle pointers, allocate memory, etc. It's not hard, just different and you benefit from it.
The book I learned from was 'Problem Solving and Program Design in C' and was in a textbook format. O'Reilly also has a number of great books. The two on my shelf right now are 'Practical C Programming' and 'C++ The Core Language'.
If you have the time, take a class. Seeing how other people write rubs off some good (or bad) coding techniques you could use in the future.
